Over 6.8 Million innocent dogs and cats are euthanized across North America every year- the sad result of the epidemic of pet overpopulation caused by indiscriminate breeding and animal trafficking by puppy mills and illicit breeders.

Although California and Maryland have recently passed laws mandating that pet stores sell pets that originate from animal shelters ONLY, puppy mills and illicit breeders have simply migrated to online classifieds to “traffic” animals.
A powerful and standardized Animal Welfare Act in every jurisdiction across America will effectively eliminate all non-conforming breeders and help save those 6.8 Million lives.
Also, On February 3, 2017, the USDA barred the public from viewing its online database of licensed dog and cat breeding facilities. The USDA also terminated public access to the inspection reports of those facilities. We are demanding that the USDA reverse these decisions.
Without a database, the public cannot easily discover if a dog or cat breeder has been abusing animals at their facility. This allows unscrupulous breeders and pet shops to deceive consumers and keep harming animals, outside of public scrutiny.
Many cities and states regulate or ban the sale of puppy mill animals, but without timely access to the USDA’s information they cannot properly enforce their laws. Municipalities that wish to enact similar regulations also need USDA reports when determining if their local pet shops use puppy mill breeders who violate the Animal Welfare Act.

Petition: To: Sonny Perdue- Secretary of Agriculture (USDA)
We strongly urge the USDA to significantly amend the Animal Welfare Act to strengthen and standardize laws governing the breeding and marketing practices of all breeders across the United States.
We also demand that you restore the puppy mill inspection database which gives us the right, as pet adopters, to know the full business and breeding practice history of breeders.
